The position of the North Carolina Democratic Party is that Republicans have proposed these amendments in order to excite their base and get them to turn out to vote. We recommend that you vote “NO” on all three amendments.
Here’s a breakdown:
1. Property Tax Levy Limit Amendment
This amendment would shift decisions about property taxes from local county governments to the state. This could affect local governments and possibly take away their ability to raise funds for education and other services. The amendment doesn’t even set levels or percentages.
2. Income Tax Amendment
Current law already keeps the individual income tax rate below the proposed 3.5% cap, and the amendment itself would not lower current taxes. Placing the cap in the Constitution would limit the ability of future elected leaders to respond to changing economic conditions and state needs.
3. Photo ID Amendment
North Carolina already requires Photo ID to vote. The current law provides for absentee voting and for people who don’t have a Photo ID. This amendment could disenfranchise more people.
